The answer is an amazing 25. The details are thus:
Player 1 has a team of... Squad: Medic Droid 20 Bossk 30 Battle Droid x 5 50 Back-ups: Battle Droid x 5 50
Player 2 has a team of... Squad: Medic Droid 20 Battle Droid x 8 80 Back-ups: Battle Droid x 5 50
P1 defeats 3 of P2's Battle Droids, each of their specials trigger.
P2 recovers the 3 defeated Battle Droids with the medic droid. P2 now has a Medic Droid and 13 Battle Droids in play, 14 total.
P2 defeats 3 of P1's Battle Droids, each of their specials trigger.
P1 recovers the 3 defeated Battle Droids with the Medic Droid. P1 now has a Medic Droid, Bossk, and 10 Battle Droids in play, 12 total. There are now 26 figure total in play.
Now in turn, each of P2's Battle Droids defeat Bossk and are captured, then Bossk is recovered with Medic Droid. Repeat 13 times.
P1 now has 25 figures in play, all 12 of their own figures, and 13 of the opponents Battle Droids. This leaves only the P2 Medic Droid (which can't attack) in play in P2's control.
