how do you remove figure from base without damage to pegs or holes?

I say a large clawhammer. Smash the figure to little ittybitties and pry the remaining limbs off....you never said anything about damage to the rest, just the pegs and holes.
Seriously.. use an x-acto and slice CAREFULLY, then remove figure.

It depends on the figure. Some series use what amounts to glorified rubber cement, and are easily removed. Others use glue so strong that the peg will snap before the glue gives away.

I usually use my multitool's knife.
I find a spot and slip the blade between feet and base, then I gently work it up and down until the two parts seperate.

I usually get the flatest blade you can find,slice some of it,and get pliers and twist the foot off....1/5 times the peg snaps off,but I usually don't mind.

Go outside throw the figure in the air if that does not work spike the sh*t out of it it should eventually pop 4/5 times this works.
