Here are what I would call the top 10 figures among Transformers, along with an Honorable Mention as well as a side note on a figure if you play with House Rules.
1. Battle Ravage--This is a figure that doesn't seem as good as it truly is. It only has 10 speed, a strike that can't really get multiple kills, and a power that looks less useful than other 20pt strikers. Playing this figure in games proves the value of Battle Ravage. Battle Ravage benefits from a tough, missile resistant Transformers sculpt combined with a medium base, easily making him the toughest 20pt striker. The other thing is that including Battle Ravage's own Rally power, this is the most Rallyable figure in the entire game. White Decepticlone, Starscream, and S4 Chewbacca can all Rally Battle Ravage. I've played a 200pt game with those four figures, and the Battle Ravages just never stop coming. On top of this, in any situation a 20pt striker is almost always a good value, and among Transformers Battle Ravage is the best.
2. Overhaul--The Transformers Energy Blast is currently(we'll see how Marvel affects things) second only to the Grievous missile in terms of power. Overhaul has great value(30pts), a fantastic attack in that missile which can easily kill anything from the starting line, and a solid sacrifice power to keep Overhaul on the table.
3. Gold Super Optimus Prime(Robot)--The most unkillable figure in all of Attacktix in terms of resistance to ballistic shots. I only rank it lower than the above two since its expensive at 40pts and the fact that its otherwise strong shot isn't as effective at long range, though it still easily outranges force blasters. The big heavy missile is the only projectile I've ever seen kill multiple figures with any regularity.
4. Landmine--Most underrated figure among Transformers, triple shootback at nearly 50% is powerful, and the Minicons themselves are great figures.
5. Minicon--A little 10pt shooter with a strong launcher(one of the strongest small missiles) who is tough to kill(short, heavy, well balanced, and with angles that deflect shots away). Just gotta love the little guys.
6. Super Optimus Prime(Truck)--This truck has a powerhouse launcher for a small missile, and is very tough to kill, particularly with a head on shot. On top of this, you get a 77% chance to bring in an incredibly powerful 40pt figure when it dies. Great for charging ahead with no regard for its own safety.
7. Scorponok--Gets this spot based on the strength of its attack alone, along with the sheer joy of throwing things across the room. Great for throwing recovering strikers clear off the table to force them back to the starting line.
8. Gold Megatron--Is a 40pt energy blaster with a nearly 50% Sacrifice(Decepticon). It has a large base, and solid defense, but its the ability to be put into play with the Vehicle mode that puts Megatron in the top 10.
9. Excellion--Is nearly the same figure as Overhaul. Its more expensive, and its hard to justify anything for 40pts, but Excellion has an incredible sculpt, and is the most missile resistant Transformer after Super Optimus Prime.
10. White Decepticlone--Rally, even at 4/26, is an incredible power for a 10pt trooper, and it works on any Decepticon. Its a shame these are difficult to get in significant numbers. The Decepticlone by itself has a great, well balanced sculpt that can tripod, giving it great defense for a 10pt figure. It also has a potent launcher among small missile shooters.
Honorable Mention
Rodimus--Great with Destroyer Droids, is a solid figure but not a great one.
Starscream--At 30pts, just doesn't give you the bang for the buck.
Decepticlone--A solid 10pt trooper
Omnicon--Its power doesn't seem as useful as the Minicons, and despite the Omnicon being able to tripod, the Minicon is just as hard to kill, and retains this defense after attacking.
Megatron(Jet)--30pt figure with a 77% recruit of a 40pt beast.
Special Mention--Skyblast Jet and Robot
With the rules as written, I don't rank these high. The jet has amazing defense and a decent shot for 20pts, and Transforms into the Robot. The Robot isn't a good value at all. Its slow with its speed of 8, and is a prodder which are less useful than strikers. It really doesn't justify its 30pt cost. The Jet Transforms into the robot, but as the robot comes into play at the starting line, its 8 speed really hinders this being effective.
If on the other hand you believe that Transform was meant to mean that the figure Transforms on the spot it was killed, and play using a house rule to this effect, The Skyblasts could be argued to be the best figure in the line, or at least among the top three or four. Think about it: You get a 20pt shooter which advances while shooting, and when it dies has a 77% chance of putting a prodder into play in striking range of the enemy figures. That is fantastic, and really gives Transformers something Star Wars and Marvel don't have.
