When we play, we always bring in a Transformed figure into play at the starting line, so that's not an issue. The problem/question I have is this:
My brother and I were playing today and he had Excellion in play (among others) and I was using Megatron (vehicle), Starscream, (among others) with Megatron (robot) in my back-ups (plus a Decepticlone).
I went first, then on his first turn he knocked out Megatron (vehicle) bringing in Megatron (robot) into play. On his next turn he knocked out Starscream and his Rally took effect to bring a defeated Decepticon into play. At that point, I had only lost my Megatron (vehicle) that had Transformed to bring in the other Megatron, so my question is: Do I bring in that Megatron to have 2 in play at once?
I understand it's cool to have more than one of the same character, but under the circumstances, is it legal to resurrect the vehicle mode?
I decided not to bring him back and just ignored Starscream's power.
Also, I wouldn't do this, but just incase it comes up while playing with some of the occasional 'cheaters' that I battle against:
For Rally, if no one else had been defeated yet, would it be legal to resurrect the character that activated Rally (since it had just been defeated)?

my question is: Do I bring in that Megatron to have 2 in play at once? Yes, you bring the vehicle mode back into play and have both versions of Megatron at the same time. No, you can only Rally figures that are already in the defeated pile. If it could put itself back on the starting line then it would be a Rescue figure, not a Rally figure.
