These are based on game experience(though I admit I'm a newbie at Attacktix). I'm still short two figures, those being Scorponok and Scourge, so I'm going to have to speculate a little there, but I still think I can gauge them relatively well.
1. Minicon--I prefer these as my Autobot trooper of choice. I like attackback 4/26 better than battle cry 6/26. You get a free move, and you're not always going to have 3 figures for a battle cry'd attack. They also get boosted by Landmine, one of the better figures. Doesn't really compare to what Star Wars had to offer in terms of either troopers or 10 pt figures, but then that applies to all of the Transformers 10pt troopers.
2. Omnicon--As stated above, I like the mini-cons better. The only upside to the Omnicon is that he can rest his missle on the ground for a tripod effect. Most of what was stated there applies here.
3. Decepticlone--The Decepticon version of the Mini-Con, with attackback(Decepticon), and this guy can tripod like the Omnicon. Like these.
4. Insecticon--I only have one, and by the looks of them you need a swarm of them. These get used to support Scorponok, which I don't have. Can't tripod.
5. Rodimus--Its quick(6 speed), it has a medium base, and it can Tripod. It has a fairly useful special to bring in a Trooper(Mini-Con). Even more useful with Star Wars and their better troopers. Excellent figure.
6. Battle Ravage--The first of Transformers three lackluster swinging strikers. I would hope Battle Ravage could be mastered with practice, but I haven't been able to do it. The ball and chain looks cool, but is incredibly hard to get a decent hit with. I haven't been able to knock over a large based figure even once. If practice makes these guys useable, they're the best striker Transformers have, with good speed, attack range, 20 pts, and a medium base. A 100 pt team of 5 Ravages could be fun with them brining each other back from the dead constantly
7. Scourge--The second lackluster striker. He just looks so cool, but the figure just doesn't do the looks justice. He doesn't have the range of the lightsabers, though he's still probably the best striker Transformers have(unless Battle Ravage can be mastered). He recruits a trooper like Rodimus, but his small base and 8 speed just don't cut it. He'd be useful at 10 pts, but is not worth the 20pts he is.
8. Starscream--An average figure. He's 30 pts, and for that you get a decent power, the medium sized missle, a medium base, and six speed. Its the only medium sized missle the Transformers get, but for 30 pts should have a better power or a large base.
9. Hot Shot--A 40pt figure with a small base. OUCH! I don't like Hot Shot at all.
10. Excellion--Better than Hot Shot with a medium base, and a slightly better power. His arm is long enough to tripod, unlike Overhaul, though the price is still pretty steep at 40 pts. The Transformers force blasts are lighter than the Star Wars ones and travel farther, hence being more useful. A fairly solid figure, being 10 pts more than Overhaul, but slightly harder to take down. Very useful in matches exceeding 100pts.
11. Vector Prime--THIS FIGURE SHOULD HAVE HAD A FREAKING SWORD! Anyway, it is a medium based 40 pt figure with a force blast. That and a Vengance power thats way too specific(only killing insecticons) to be useful. Not a good figure.
12. Landmine--This one I like. 10 speed and a large base is good, and the goofy sculpt of this figure makes it slightly harder to get a solid hit against it. The prodders are almost a guaranteed kill, even if they are only ever a single kill. The attackback power can be killer as well, supporting up to three minicons. The prodders and throwers among transformers outshine the true strikers. A bargain at 30pts.
13. Super Optimus Prime(robot)--The Gold Based Intergalactic Showdown version of this is superior, look there for an overall review.
14. Super Optimus Prime(truck)--Both good and risky. First off, this figure is fairly solid by itself. It has a medium base and a sculpt that absorbs hits fairly well. Its missle points slightly up, making it perfect for long range shots, and we've been playing a house rule that you can tilt this figure lifting the back end of the base off the ground so you can fire level. It also has 8 speed, allowing it to lead the attack and die quickly. Its power is transform, having a 20/26 chance of transforming into Super Optimus Prime(Robot). This allows you to play the best figure in this line for 30pts instead of 40pts, though you run the slight risk of coming up black, which usually loses you the match.
15. Scorponok--I don't have this figure, so what follows is speculation. This is a solid figure with a 30pt cost, large base, 10 speed, good special power, and killer attack. I've never seen the throwing attack of this figure, but I'm going to assume its almost a guaranteed kill(I've heard this is the case), with a good possibility of multiple kills/formation breaking. Bringing in two Insecticons a little less than 50% of the time is pretty nice. This figure is the backbone of the Decepticon army, and I really haven't been able to put together a team worthy of taking on the Autobots without one.
16. Megatron(Robot)--A solid 40pt force blast figure with a large base. Like Optimus Prime, the Gold based starter box version is better.
17. Megatron(Jet)--Similar to Optimus Prime(Truck). The jet of this figure sits at a 45 degree angle, deflecting most hits on it, and can be a bit of a pain to knock over from the front. Does not need to be lifted off the ground for close range shots like the Truck. Otherwise works like Optimus Prime's truck, bringing in Megatron(Robot) at a high percentage, though Megatron isn't really the monster that Optimus Prime is.
18. Ransack--Not entirely sure how this figure is supposed to work. First off, it has 8 speed and a small base, and a 20 pt cost which isn't that great. Its power is to recover if Crumplezone is in play, and Crumplezone largely sucks. As for its attack, I'll judge it based on three guesses of what it does. As for the figure purely as a prodder, its a weaker spring than Skyblast or Landmine, and does not have the strength to knock over a figure with a large base. Being able to prod and then twist the fork makes things a little better, as you can position the fork to get a hold of an arm or leg and then twist it to knock the figure over. I have taken down Megatron(Robot) and Super Optimus Prime(Robot) like this. Last of all, you could assume the fork can be used like Scorponok purely as a throwing arm, before or after you extend the fork. This is by far the most useful attack, and would be just as deadly as Scorponok. I'm really not sure how this is supposed to work yet. If it can throw like Scorponok, this is a decent figure, though with its small base, slow speed and lackluster special power, its still not one of the better figures.
19. Overhaul--First off, in the entirety of the line including all of the Star Wars waves with the exception of one figure that was a tournament prize, this is the first force blast/energy blast figure that costs 30pts. That alone makes this figure REALLY good. This figure also has the superior Transformers Energy Blast, with a longer effective range. At 30pts, this figure is a steal. Its a little easier to knock over than the 40pt Excellion, but has a more versatile special power, being able to sacrifice an Autobot to stay in the game. This power comes in at slightly better than 50%. His attack has the power to knock over Super Optimus Prime from the front fairly reliably with a good hit. Great figure.
20. Dirt Boss--This figure hasn't really lived up to its hype in game play. Try as we might, neither Dirt Boss I own has really managed to kill anything, not even 10pt troopers, with any regularity. On top of this, the launcher on his back tends to make him back heavy, and thus easy to knock over. It has a great power, being able to recruit any Decepticon(Megatron), but his attack has been a letdown.
21. Skyblast(Robot)--This figure is fairly pricey on its own at 30pts, with its slow speed and small base. It does have the best prodder attack I've seen, as its spear extends farther than any of them and focuses all the energy at a small point. I can knock over Super Optimus Prime from the front almost 100% of the time. This figure's main power is to be brought into play by transforming it from vehicle mode, especially with our house rule that a Transformed figure comes into play from where the original figure was destroyed. It lets Skyblast come into play right in the thick of things. Great figure when accompanied by the jet.
22. Skyblast(Jet)--This is a 20pt, medium based shooter, fairly tough to take down when the missle is pointing straight down. Also has a high percentage Transformation effect, bringing in a fairly solid prodder. 20pts is a bargain for a figure that lives twice.
23. Omega Supreme--This figure is a bit pricey at 80pts, but is a monster. That claw attack can easily take down several closely packed figures. Your opponent will have to focus all of his/her energy killing this until it is dead. The targets on its knees are smaller and harder to hit than any of the Star Wars megas. All this and testing has shown that this figure really isn't a game breaker.
24. Crumplezone--The third disappointing striker. It does have the most powerful spring I've seen in a striker, but that arm has virtually no range whatsoever. Against some figures its almost impossible to get a solid hit. It has 12 speed(most among Transformers), a medium base and a decent special power, but is not at all worth the 30pts it costs.
Gold Based Optimus Prime--Optimus Prime is a monster, and the best figure of this line. It is a very heavy sculpt, with most of the weight on the front of the figure, making it impossible to shoot down with a smaller missle from the front. Even against force blasts, strikers, and prodders this figure doesn't go down easily. That being said, the unbalance towards the front makes him somewhat easier to take out from behind. As for his attack, he has a huge heavy missle, that while it loses energy fast and doesn't have much range is incredibly powerful at knocking figures over. His power is fairly ridiculous, though infrequent, in that he just stands right back up if you have any other figure in play. Also note that there is nothing stopping you from bringing in Gold-Based Optimus Prime with the truck.
Gold-Based Megatron--A 40pt leader figure with a large base he's pretty tough, and has the solid Transformers Force/Energy blast as his weapon. Kind of doesn't match up well with Optimus Prime, but then again nothing really does. Has a nice Sacrifice ability using any Decepticon that comes in around 50% of the time. Again, better than the black based version and nothing stopping you from using the Jet with this version. A good figure.
Omega Sentinel--A 70pt figure with four shots. I've found his gun-arm more difficult to aim than a standard figure, but you can still get hits with it. In any case, its still four shots. Like Omega Supreme, it has smaller kill targets than the Star Wars Megas. On a side note, this figure isn't really the threat Omega Supreme is in isn't always a kill it now at all costs sort of figure, which is somewhat nice. This figure isn't as well balanced as Omega Supreme, and I've been able to knock it over with a Lightsaber straight up.
OVERALL
The Autobots get the better of this. They get the invincible Optimus Prime, a 30pt energy blasting overhaul, 30pt tough guy Landmine, and great 20pt figures in Skyblast(Jet) and Rodimus. The Decepticons best figures are Megatron and Scorponok, but don't really have that much behind them. Dirt Boss is problematic, Starscream is average, and none of their 20pt figures is that great.
