I know EXACTLY what you're talking about.
When I first played when I heard the 'tix' I would stop immediately, and then I noticed my opponent always seemed to start a little farther from the edge of the table than myself. That millimeter can make a difference! He informed me that he moved his figures after the tix a little more and stopped them right before the next tix began. So that is where my vote went since that is how we play.

The sound is the end for me. Also why you should grind your figs before placing them to make sure they are at the start of a new Tix.

I went for the second choics as well. Here's why...
I've found that with the battle case, placed with the longer side facing you directly in the middle of a 3' board, is 9 tix for most characters. To climb the 'stairs' you have to touch the case. Some of the figures will stop short of the case, less than a tix away, and there isn't enough room for them to complete another tix before they are in contact with the base. So, they must move a little to reach the base.
And Dex, you also grind your figures to 'scramble' their 'white spot'. Some players may know the frequency of getting a white circle on the bottom so, you grind them to add some random-ness to the dial.

We play that a tix is anytime after the one click and before the next click. (Sometimes we accidently go over to the next and have to back up a click.)
As for grinding before a game, I can see several reasons, most of which already were mentioned along with 'cleaning' any dirt particles out and making sure that the dial is working smoothly. (kind of like Nascar drivers swerving back and forth to clean debree off their tires during a caution.)
House rules for us also is not starting right against the table edge, but our table has a line about 2 1/2 inches in from the edge all around that we use as our start. I know it isn't official rules, but I HATE hearing those figures go crashing down on our tile floors. I just know we are going to have a casualty sooner rather than later.

I know exactly what you mean, Lonestar!
I've been putting two throw pillows down on either side hoping to curb some of those crashes. I've already had to reglue a Battle Droids foot down from getting shot off the edge of the table, so yeah, it CAN happen!

Always grind your figs before play. A tick is a tick. All that partial tick stuff is hogwash. The game is called Attack-tix, not Attack-partial-Tix! Hopefully as more Hasbro sanctioned tournaments come about these things will be more clarified.

(kind of like Nascar drivers swerving back and forth to clean debree off their tires during a caution.) thats also to keep the tires hot and the air pressures up... are you a fan?? i follow the #42 (of course) and the 29. (any one but #24 is fyn in my book.) but back to tix... we play on a rug sometyms and the tix sorta goe the way of the mastadon.. in which case we'll use the size of the base as one tick and estimate.. but on the rug we also scramble/grind the wheels alot trying to get them cleen, as lonestar wrote, so as to moov acrost the rug better. plus im convinced my GFs #16 vader is loaded.. so im always making xcuses to grind them...

I've noticed a problem with 'going a little over' after you hear the tix: sometimes the special power will be half black/white. AGH! Which means you have to kind of roll it back a little to see which one it really is - this could be a real 'cheating' issue I suppose although I don't really mind it so much.

Phoenix, We always double check the black/white by rolling the wheel forward and back stopping just before the tick both ways. These aren't exactly swiss precision watches and a little double check doesn't hurt.

I like the pillows idea. We just may have to do that as well. We also have to hold up a big cardboard board so that those missles don't go crashing through our Kitchen window! (I guess that should let you know how good our aim is with those things.) Thanks for the adding to the Nascar analogy. (yeah, I am a fan. My order of preference goes 1st Anybody but the #24. 2nd Anbody but #24 jr more commonly known as the #48. I root for the RYR team, and like #88 but he needs to hang it up since the crash in Kasas a couple years back, now I root more for the #38). Enough about that. Good point Phoenix. We run into the half white a lot as well. Maybe we should remain closer to the tix, but it is hard to be overly strict about the rules with my 9 year old son.
