This might be better suited for the General Attacktix threads, but it came into play during a game with Mystique.
Situation: You have a team that has no recruit/transform/etc. speical power, so there is no need for you to have any backups. But do you have to have them?
If you have no backups, what if your opponent has Mystique and she gets defeated and comes up white? Does your opponent get to put a figure into play or not (via her "swap" power)?

In a friendly, casual game I would put figures in my backups if my opponent was playing Mystique. I'd even be nice enough to put decent figures there, some that went with the theme of my team. If I was playing a 200pt game with no figures that used backups, I'd put the 100pts worth of figures I'd add to my 200pt to make it 300pts and let my opponent use those. In return, I'd expect my opponent to do the same.
Rules wise, nothing says you have to though.

I think not having back-ups would be a great strategy in a game against Mystiques!
We almost always just play the back-ups we need instead of pulling the full point amount allotted.

actually that could be a good strategy if you dont need back ups because you only need them if you have figures that say bring in someone from back ups
