Here's an easy concept, assuming it's C++ or Java:
Have the player select 5 figures. Have the CPU select 5 figures (based upon characters that help each other's powers; the algorithm is fairly simple) and then randomly select who goes first. Use a randomization calculator to determine if the enemy's shot hits or if a strike is effective and/or a knockdown.
For the player's turn, use a slider bar (similar to a lot of PC/console Golf Games) and if the player hits in the "Red Zone" so to speak, the shot/strike is effective.
For the playfield, I would make it a 36x36 grid, and each grid represents a "tix". Some strikers (Kit Fisto, Maul) would be able to strike 2 tix out, otherwise only one grid point.

Okay, this is actually sounding kind of cool now that I've heard a little about it. Might I make a suggestion? I like the idea of having a "zone" for you to place your shooter shots in. For the strikers, how about a striker "power bar" similar to golf games where it "powers up" quickly and you have to hit the button before it reaches the top or it starts going down again? A skilled player who hit the "trigger" key just as it reached the top could have a maximum swing, while anything less would have reduced changes of a "knockdown". I was worried when I just heard the initial idea of the game it wouldn't really involve any player skills besides selection, movement, and placement of characters. The more I hear about it, though, the more promising it sounds. The map conquest idea would be awesome albiet tricky, but I've fantasized about a full fledged RPG type adventure featuring the players selection of Attacktix characters for their team.
I really hope this game makes it to the finished phases. I just got done with a personal project of mine, a Star Wars based "Zelda/Final Fantasy" type RPG using the graphics from Yoda Stories. I know the graphics are not my own, but it's fun and not for profit, and it took quite a while to write/program, so it kept me out of trouble...

Well, this would definitely be better than nothing, though I hope you get the real ones too, because I think the "hands on" part is a lot of the charm...

Hmm. I think strikers would be cool. You would have to press a power bar to pull something like a lightsaber back, and then one for how strong the swing is.

Sonds cool! How are you going to do power strikes (if that is an option) I was thinking of a bar that determines power of a strike and another that determines distance!
