Not to now mess with your version of the rules BUT
This is a house rule and I personaly will ask any judge who tells me this to show me a message from hasbro telling me i cant reload on shoot and attackbacks.
I would remove that and add to the other rule if all speculations on the base are met then activate ability.

yes amd special abilities only activate when the window is white waitt.... what about ani's power? and May i move move an oponent's figure *hasbro* No...but wait....new power....Force push move an oponent's figure 4 tix in any direction without moving them out of bounds. The problem is most weapons in this game are *in star wars* not one shot weapons we are talking about assult rifles....

Just FYI. d**n cookies."Reload missiles at the start of your next turn."Nothing about "...unless an Attackback or Shootback power is activated." My experiences with Hasbro (especially their Wizards of the Coast subsidiary) indicate that what isn't said isn't allowed. The Rulebook also states, when a base no longer touches the ground the figure is defeated. It does NOT mention the Recover Rule here... but obviously the Special Abilities RULE OVER the game rules. So it is simple. Attack and Shoot Backs allow a FREE SHOT, because essentially you get a NEW TURN, so you reload. I will get a response from Hasbro on this in a few days, no worries.
