well,theres 2 ways: 1)you can literally rip his arm off OR 2)you can break the chest part and remove the arm from there
i'm not sure if theres any other ways,but those are what i do

Breaking apart the torso is of variable difficulty, I've found. Some figures, all you need to do is yank around at the arms and the cracks start. Others, I've had to go at with an X-Acto carefully for an extended time to get the halves to separate.
For Jango, though, you might be better off just cutting off the hand itself and attaching the gun hand, rather than the entire gun arm. Remove the gun first, so you don't have to worry about its weight, and use a peg to attach the hand so the connection is stronger (drill a hole into both ends, glue the peg into both). That's how I repositioned the arms on some of my customs.

I have some success cutting the seam with a razor-blade, then prying it open with a thin flat head screwdriver. But, it is difficult.

I'll throw in my 2 cents as well. Depending on the figure, you can pull one arm one direction and the other in the opposite, and it splits. There is a post inside the chest that has a plastic weld, and that's the reason it's really hard to get apart.
There is the x-acto option, which you should start just under the armpit and create a small groove on both sides. Then get his shoulder seam. After all those cuts are done, try using the arm-pull method again. If that still won't work, then get a butter knife or small flat-head driver and pry him apart, as Radar indicated. The problem with the knife/driver method is that you end up with a nasty burr on his side where you pried him apart.
So, after you've got the parts you want, and have him mostly re-assembled, put a dab of super glue on his tabs (you'll see them at his shoulder on the inside and at his waist on the inside) and hold him together for a minute until it dries.
Then, that burr is really ugly, so use an x-acto to shave the excess burr off (as flat as you can), and then prep the area by using sandpaper. Finally, wrap 2-3 layers of dental floss (preferably waxed) in the crack between the legs and newly-assembled torso as a glue-dam, then use some 2-part epoxy and a toothpick to fill in the hole you dug with the screwdriver. This self-levels, so after 5 minutes it should be 'there'.
Finally, after an hour or so of setting, remove the floss, HOLD THE TORSO TIGHTLY (squeeze the front and back) and twist to break the epoxy seal that may have formed on the rotator disc that holds the legs to the torso. If all goes well, he should be completely dialed in, and no residual 'stickiness' in rotation. If the arms are stuck, remember to HOLD THE TORSO TIGHTLY and rotate the arms individually.
One note: BE SURE TO NOT NOT NOT NOT rotate the arms when gluing the body together with the super glue as it is a capillary material and rotating them will propogate the glue in the arm slot, hence making the arm permanently fixed in a position and VERY difficult to break that glue bond.
Another note: The reason that I recommend going under the armpit rather than at the hip when using the 'knife/driver method' is that when you reassemble, there will likely be that big dug out burr that when re-filling can inhibit the rotation of the waist joint, as well as being easier to hide from view if you don't get it right. It just turns out better, generally.

I carfully use my scissors to pry open their chest but you have to do it through their arm socket that's how I made general veers
